Dean W. Kiess (Captain, U.S. Navy Retired) Top  

Captain Kiess has been a successful small business owner, community leader, and submariner.  As Commanding Officer of the Strategic Weapons Facility Pacific, he was responsible for strategic weapons and systems support.   He has extensive experience as a senior executive, leading and managing highly technical, widely diverse organizations with workforces up to 5,000 people.  He has organized project teams and introduced scheduling and workload management systems resulting in schedule and cost improvement without loss of quality or sacrifice of safety.   He retired from the Navy in 1985 after over thirty-three years of service.  He has a B.S. Degree in Mechanical Engineering from Pennsylvania State University, a Degree of Mechanical Engineer and Master of Science in Mechanical Engineering from the U.S. Naval Postgraduate School, and an MBA from City University.

Phillip L. Harris (Colonel, U.S. Air Force, Retired) Top  

Colonel Harris is a senior logistician skilled in the successful completion of complex programs through sound planning and the intelligent use of technology.   He has overseen large, complex programs, including the distribution and tracking of chemical and biological protective equipment and training and the development of NBC decontamination equipment for the U.S. Army.  He is a retired officer with thirty years of service in the U.S. Air Force and holds a B.S in Industrial Management from Central Missouri State University, a Master of Arts in Logistics Systems Management from Central Michigan University.   He also has a Theory of Constraints "Jonah" Certification by the Goldratt Institute, studied with Dr. Edward Demming and is Certified by the FAA as an Aircraft and Power Plant Mechanic. 

Richard E. Dyer (Colonel, U.S. Air Force, Retired) Top  

Colonel Dyer (USAF Air Force retired) is experienced in all aspects of senior management including business development, costing, marketing, strategic planning, programming, budgeting, information systems/enterprise model, internal controls, technical studies, and management engineering.  He assisted in establishing computer system strategies, architecture planning, developing enterprise models and technical studies.  He holds a Bachelor of Science in Geodetic Science from Ohio State University in Columbus, Ohio.  He entered the U.S. Air Force in July 1954 as an Aviation Cadet and his assignments included service as an AC-130A Gunship Pilot in Southeast Asia and Operations Staff Officer, Headquarters United States Air Force, with oversight and direction responsibilities for all USAF Special Operations ForcesHe retired as Deputy Chief of Staff, Comptroller, Strategic Air Command in February 1986 after nearly thirty-two years of service.

Lawyer A. Martin (Tuskegee Airmen, Retired) Top  

Mr. Martin was the founder, President, and CEO of Evaluation Technologies, Inc. (ETI), a professional services and technical support services company.  He was responsible for the company's strategic planning, cost management, operations oversight, and business development strategy.  Under his direction, ETI grew from its first $35 job to just under $11 million in 1986.  In 1989, ETI was acquired and Mr. Martin became the General Manager of the purchasing firm.  Mr. Martin is one of the founders of the Black Presidents Roundtable Association, and has served as its President.  During his term of office, he established the annual Theodore Hagens Scholarship Award for minority high school seniors committed to the pursuit of business careers.  Mr. Martin was one of the founders of the National Federation of 8(a) Companies, and a charter member of the Virginia Regional Minority Supplier Development Council's Minority Input Committee.  Mr. Martin is a graduate of the Harvard Business School, Executive Education Program and is a former Tuskegee Airmen.

Fernando V. Galaviz Top  

Mr. Galaviz serves as Chief Executive Officer and President of THE CENTECH GROUP, Inc. Founded by Mr. Galaviz in 1988, the company has successfully performed on over 2,100 contracts and tasks orders, serving the Federal Government and private-sector clients in the areas of information technology, software applications, and homeland security domestic counter-terrorist defense products and services. His consistent commitment to the company's business principles of Trust, Quality, Service, and Value and the consistent fulfillment of its commitments have earned THE CENTECH GROUP a highly respected reputation in the industry.  Before starting CENTECH, he was a Senior Manager responsible for large, complex merchandising, sales, and buying organizations supporting retail, wholesale, manufacturing, importing, and exporting organizations nationally and internationally in scope.  His public sector experience includes senior level experience in Federal government procurement policy positions at the Department of Transportation and Department of Commerce.
